Frequently Asked Questions About Firearm Training

Our training FAQ page answers common questions about classes, equipment, and preparation. From rental recommendations to cancellation policies, we’ve compiled everything you need to feel prepared and confident before stepping onto the range.

General Requirements

Our How to Handle a Gun Class is suitable for beginners and provides a welcoming environment for those with no prior shooting experience.

Our Multi-State Carry Course is an advanced level class for proficient shooters.

Students must be at least 18 years old to take most training classes. For the How to Handle a Gun Course, students may attend at age 16 with a parent or guardian, though this class does not qualify for a carry permit.

For the How to Handle a Gun Class, firearms are provided and personal guns are not permitted.

For all other classes, you may rent a gun from Bill’s for training classes, but please note that you MUST be comfortable loading this gun on your own for advanced courses.

We strongly recommend renting the model before your course date to familiarize yourself with the firearm and its safety features.

Daily gun rental fees apply.

You don’t need to bring anything to our How to Handle a Gun Class!

For all other classes, you will need to bring a cased, unloaded gun and at least 50 rounds of ammunition. Targets are always provided for classes.

Eye and ear protection is required at all times on the range. For training classes, a pair will be provided for you to use.

We recommend bringing at least 50 rounds of ammunition. You can purchase your ammunition at the range, but please have all the ammunition you will need purchased before class starts.

Registration, Payment, and Scheduling

Paying when you sign up secures your spot, since space is limited. You may pay on the day of class only if space is still available. Please allow extra time if paying in person, as classes start on time.

We understand that life happens, but when you register for a course that spot is no longer available for the next person, so please contact us right away to cancel or reschedule.

Students must cancel at least 24 hours prior to the scheduled class to receive a full refund. Bill’s Gun Shop & Range allows a one-time rescheduling at no additional cost, provided you contact us before the course start time.

Any additional rescheduling requests will incur a $25 fee. Failure to attend a class without proper cancellation or rescheduling notice will result in the forfeiture of all fees paid.

If you do not attend your scheduled course and fail to cancel or reschedule in advance, all fees paid will be forfeited.

Online Course Information

Qualification shoots are offered at the following times:

  • Monday: 10am – 2pm
  • Wednesday: 3pm – 7pm
  • Saturday: 11am – 5pm

If you purchase an online class, you will receive a YouTube link by email once payment is made. If you purchase in-store, a sales associate will provide the link. You have 12 months to complete both the videos and the qualification shoot.

MN Permit & Firearm Information

To apply for a Minnesota Permit to Carry, you must complete a BCA approved firearms training course at Bill’s.

After training, gather your documentation, which includes your completed application (unsigned and undated), your training certificate, and a valid Minnesota driver’s license, state ID, or passport.

Submit your application in person to your county sheriff’s office (some counties require appointments & fees may vary) and pay the application fee: $100 for a new permit or $75 for a renewal within 90 days of expiration.

The sheriff’s office has up to 30 days to process your application, and approved permits will be mailed directly to you.

You can renew up to 90 days before your current permit expires and up to 30 days after expiration.

Renewing within 90 days before expiration is a standard renewal. Renewing 1–30 days after expiration is considered a late renewal and costs more.

If your permit has been expired for 31 days or more, you must apply as a new applicant and retake the full MSCC.

You can apply up to 90 days before the expiration date and NO LATER than 30 days after the expiration date of your current permit.

If you apply 31 days after expiration you will need to take the entire Multi-State Carry Course again.

You have 12 months from the date on your training certificate to submit your application.

You may requalify once at no cost. If you fail again, you will need to retake the full class at the regular course fee.

We strongly recommend practicing ahead of time to ensure confidence and readiness.

ND Permit & Firearm Information

North Dakota offers two classes of permits: a Class 1 permit (for applicants 21 and older) and a Class 2 permit (for applicants 18 and older). To qualify, you must complete a Bureau of Criminal Investigation (BCI)-approved firearms training course within 30 days of applying.

The training includes three parts:

  • Classroom instruction: A four to four and a half hour presentation covering key safety and legal topics.
  • Written exam: An open-book test that applies to both Class 1 and Class 2 applicants. You must achieve a minimum score of 70% overall and 100% on the deadly force law section to pass.
  • Firearms proficiency test: You will be required to shoot at an 8.5 by 11-inch colored target, with one point awarded for any shot that fully or partially penetrates the paper. The total number of rounds required depends on the firearm type.

The class must be completed in person; online courses are not accepted. Once training is complete, you must mail your application, required documentation, and the $60 non-refundable fee to the BCI. The BCI has up to 60 days to process your application and will mail your permit card if approved. Renewal permits also cost $60.

North Dakota law allows individuals 18 and older to possess a handgun, but federal law prohibits federally licensed firearms dealers (FFLs) from selling handguns to anyone under 21. This means that while you can legally own and carry a handgun at 18 with a valid permit, you cannot purchase one from a dealer until you turn 21.

There are a few legal avenues:

  • Private sale: An 18-year-old may purchase a handgun from an unlicensed individual, provided they are not otherwise prohibited. North Dakota does not require universal background checks for private party sales.
  • Gift: A handgun can be legally gifted by a family member or friend.

Possession: At 18, you can legally own and possess a handgun under state law, though Constitutional Carry (carrying without a permit) is only legal for those 21 and older.

To purchase a handgun or rifle in North Dakota, you must present a valid state-issued ID. No additional permits are required under state law. However, federal law still applies: you must be at least 21 years old to buy a handgun from an FFL and at least 18 years old to buy a rifle.

WI Permit & Firearm Information

To qualify for a Wisconsin Concealed Carry Weapon (CCW) permit, applicants must be at least 21 years old, a Wisconsin resident (or active duty military stationed in the state), and legally eligible to possess a firearm under state and federal law. Proof of firearms training is required, but the state accepts many different forms, including certificates from Bill’s courses, a hunter safety certificate, or proof of military service such as a DD-214.

Applications are completed online through the Wisconsin Department of Justice (DOJ) website. You will need to upload a copy of your ID and proof of training, pay the $40 application fee, and wait for your permit to arrive by mail. It is important to note that Minnesota does not recognize Wisconsin permits. Many residents along the border apply for both Wisconsin and Minnesota permits to remain compliant when carrying in either state.

For more details, visit the WI CCW requirements page or review the DOJ CCW pamphlet

To purchase a rifle, shotgun, or other long gun from a federally licensed dealer, buyers must be at least 18 years old and provide valid state-issued identification with current information. If your ID is outdated, residency can also be verified through a concealed carry license or vehicle registration. The dealer will complete a background check through the FBI’s National Instant Criminal Background Check System (NICS).

If the NICS system returns an instant approval, you may take the firearm home the same day. If additional research is needed, the FBI has up to three business days to render a final decision. After that window, federal law allows the transfer to proceed even if a final decision has not been made. This applies to Rifles, Shotguns, and others. The DOES NOT apply to Handguns.

Certain individuals are prohibited from purchasing any firearm in Wisconsin, including those with felony convictions, certain domestic abuse convictions, active restraining orders, or a history of involuntary commitment for mental health treatment.
